> **Guin** , I know they can’t arrest him just for being creepy, and I’m glad of it. (Likely, unless soliciting a tip is illegal there?) I’m wondering if there have been cases of peeping tom behavior, rapes or robberies that could be tied to him though. His behavior was, for lack of a better word vaguely “predatory”. At the least **Inkleberry** should follow up on her complaints to the store about him because he did rip her off.

This is the attitude I was objecting to earlier. The guy behaved, at worst, very slightly creepily. To jump from that to assuming that he’s some sort of predator, and, worse, that he’s already acted on those tendencies in some sort of illegal way is just a huge leap, and taking that kind of baseless suspicion to the cops is, IMHO, an injustice to the guy and a waste of the cops’ time.

How is mentioning something _ **in passing** _ to a cop to see what they think about it, (knowing they might laugh in your face or show complete indifference) “an injustice to the guy”? He was unethical and refused to return a customer’s money to her, while also putting off odd vibes with his behavior. Anyone who’d be so blatent in their actions and so casual IMO is somewhat suspect, they have shown themselves to be so with their actions. If they are willing to be that blatent, they might very well be willing to go further.
