[Here](http://weather.noaa.gov/radar/loop/DS.p19r0/si.kgsp.shtml) is my local radar loop (java). I know this is time sensitive but most times during the day there is . . . clutter around the radar’s location. On the radar it appears that there is very light rain but there isn’t. I could understand if the radar was hitting hill/trees/buildings but the “clutter” moves!

Maybe it’s locust.
