Some discussion in a similar thread I started last year:

Why not restore the filibuster?

There’s a lot of talk about abolishing the filibuster, but I think the best solution would be to restore it to its former glory, where someone would have to actually talk to interrupt debate. None of this namely-pamby threat stuff. Like Arthur Dent - you must actually lie down in front of the bulldozer, not just say you are going to do it. If this was done, it would not only make filibusters rare, but it would mean that they actually took some effort.
