[Webmaster World](http://www.webmasterworld.com/) is a good forum for most every aspect of website creation, although it may be overkill for a personal homepage.

If you are looking for information on the technologies used in the creation of websites (HTML, CSS, Javascript, etc.) you might start with [W3Schools](http://www.w3schools.com/default.asp)

Of course, books are good too. I like [O’Reilly books](http://www.oreilly.com/), but that may be due to their use of animals on the covers.

Not as active, and often quite advanced (but useful), is [evolt.org](http://www.evolt.org/). They don’t have forums per se, but very good articles, and in lieu of forums they have an active mailing list.

This used to be a good one, I haven’t been over there in ages but maybe they still maintain a good board: [http://cultforum.com/](http://cultforum.com/)

I belong to, and can highly recommend [Help From Techs](http://www.hftonline.com/forum/forumdisplay.php?forumid=16) Mike Foster is wonderful.

Some others:
[HTML forums](http://www.htmlforums.com/) and [Coding fourms](http://www.codingforums.com/)
[Geek Village](http://www.geekvillage.com/forums/)
