It’s a transparent hula hoop sticker that someone stuck on to be funny. Do a Google search on “transparent hula hoop sticker” and you’ll turn up more examples. ---

This is hilarious! I’m betting that someone in Massachusetts is a **String Cheese Incident** fan. They sell the stickers [here](http://www.scigear.com/pedestrianhoopersticker.aspx). I have a few, myself.
