You really think they’d bother? If they didn’t try the guy for rape and fleeing justice forty years ago, why would they start now? Besides, he’s a poor, persecuted _artiste_

Yes, if the Swiss asked the French government to. The US never asked France to try him, purportedly based upon the perception that he would get a too lenient sentence in France.
