How many congressmen or senators have not run for a second term for other than health reasons or because they were in jail?

How many terms must they serve to receive a full pension?

Since 1984, Members of Congress get retirement benefits on the same basis as other Federal employees: after 25 years of service; at age 50 after 20 years of service; or at 62 after 5 years of service.
