There are three lanes on a town road: left, right, and a middle lane for turns. The turn lane extends beyond where you would use it for turning. At 2 am on your walk, you find an 18-wheeler parked in the turn lane, with the engine running and no one at the wheel. It does not block turning. The thing is, there is a curve just up ahead of where it is parked. People coming around the curve will not see the truck until the last moment.
