I still say that if you must send a note, that it go to the Prime Minister. At least then, it stands a chance of being referred to in Parliament, thus reported in Hansard (the record of proceedings in Parliament).
A note to the King will result in it being referred to the GG, who really cannot do anything about taking it further.

Population of Canada = 40,500,000 (rounded). At $1.75 a pop (plus cost of postcard of course), that would set you back just under $71 million.
If somehow we could get a postcard-writing campaign going in the USA, where the King, GG, or PM received 100 million apology cards from 100 million Americans, then it really doesn’t matter who we addressed them to. It’d sure be a topic of conversation and action amongst all three leaders.
The action of course would be almost entirely PR; there’s not much you can do policy-wise with / about 100 million apology cards. Except tell the orange menace it’s real obvious lots of the people he supposedly leads hate his every work.
And that’s the real value of the exercise.
PR is more important to international relations than tariffs, war, and ideology put together. Also, cheaper.

But some folks upthread seemed to be thinking that even a small letter-writing campaign should be addressed to the entity (PM) who could actually do some governmental policy thing with it/them. Rather than the relatively more hands-off / ceremonial posts of GG & monarch.
I thought the whole idea of the crown is that it is symbolic of the entire nation of Canada and not just the government. I think the American people owe an apology to the Canadianese people and not just the Canadianese government. However, monarchy or prime minister was never an important part of my original post and maybe I could be persuaded otherwise with a good enough argument.
On to something slightly different. If somehow a postcard-sending campaign really catches on big time in the U.S., do you think the USPS would be instructed to confiscate and destroy all such postcards as unmailable, seditious hate speech?
Monarchy is government. And certainly less representative of the people than their elected leaders.
We would really prefer you focus any grassroots efforts at changing the behaviour of your government rather than apologizing to us.
Another suggestion. Address and send your postcard to the Canadian ambassador to the US in Washington DC. That is the entity tasked most with assessing and relaying the prevailing sympathies and attitudes of the US public to Canada.
And you would save $1.10 in postage per postcard.
