To claim Iraq as a success, Bush has to be able to point to a country that is internally at peace and has at least the semblance of independent self-government.

I must concur. Bush doesn’t have to worry about his own re-election, but he still cares, I’m sure, about the Republican Party’s prospects in 2008 and after. He probably won’t be succeeded by another Pub if the main project of his administration, Iraq, is (still) a bleeding disaster by then.
