I need to access the OpenCV documentation, for some reason I can’t get onto the documentation website at [docs.opencv.org](http://docs.opencv.org). Well, I can… on my phone, but only if it’s connected to 3G. If it (or any device in my house) is connected via my home network, I can’t get to the site.

Here’s the results of a tracert

```auto
Tracing route to docs.opencv.org [81.176.228.4]
over a maximum of 30 hops:
  1 5 ms 3 ms 4 ms 192.168.1.1
  2 <1 ms <1 ms <1 ms 172.16.12.1
  3 * * * Request timed out.
  4 8 ms 7 ms 7 ms 172.21.1.138
  5 13 ms 11 ms 11 ms 72.215.229.20
  6 11 ms 9 ms 9 ms 70.169.75.157
  7 58 ms 56 ms 55 ms chgobprj02-ae0.0.rd.ch.cox.net [68.1.0.223]
  8 57 ms 55 ms 55 ms 195.2.17.25
  9 * * * Request timed out.
 10 * * * Request timed out.
 11 * * * Request timed out.
 12 * * * Request timed out.
 13 * * * Request timed out.
 14 * * * Request timed out.
 15 * * * Request times out.
```

Note that 3 always times out, even if I’m doing a tracert to a site I know I can get to like Google or my DNS. I’m pretty sure that step is my modem since we have two routers (one is for a security system and the other connects through it via a DMZ). This is the only site I can’t connect to that I know of.

Is this on my end, or is there some problem with my ISP? I checked normal stuff like a wonky hosts file, but since the tracert escapes my local network and gets halfway there I wonder if it’s something that’s out of my hands.

Oh, and I tried all the standard “reboot your router/modem/computer” stuff.

The URL works here on Firefox for Windows. I’m in Virginia.

The Tracert works too, all steps look normal. Hops 15-17 out of 18 are .ru addresses though.

just throwing this in on the off chance, i had a similar thing, turned out my router had some sort of firewall or block list… changed the router and it was fine. Might be worth looking at.

Try [going through a proxy](http://anonymouse.org/cgi-bin/anon-www.cgi/http://docs.opencv.org) or [this other one](http://docs.opencv.org.nyud.net/).

See if the routing issue clears up in a few days by itself. If not, talk to your ISP.

Yup, I can get in through a proxy, thanks. It was almost certainly my ISP because I had my mom try it at her work, which has the same ISP, and she couldn’t connect either.

Yeah, that’s what usually causes these issues. The internet is a pretty flakey thing and intermediary connections go down randomly all the time. They’ll usually resolve themselves soon 🙂

In the future you can look for “down for everyone or just me” websites, or try on your phone again. You can also add “[nyud.net](http://nyud.net)” to the end of any domain name, keeping the rest of the URL the same, and a global network of proxies will attempt to fetch it for you, for free, courtesy of [CoralCDN](http://www.coralcdn.org/).
