The closing point I’d need to make here is that it doesn’t take Congressional action or Constitutional amendment to get the electoral college either by-district-plus-two-at-large-per-state or true proportional representation. What you do is write your state legislators and tell them that’s what you want to have happen in 2004.

If enough people do so in your state, they’ll introduce state legislation to pick electors that way.

By law, of course, the state legislatures can choose electors any old way they want – though removing popular selection might mean their political doom. Technically, the only people with the Constitutional right to vote for electors for President are (nearly) the only American citizens without voting representation in Congress: the inhabitants of Washington D.C.
