I’ve just always taken my glasses off, so assumed it was the rule. I know I have a glare on my medicare card from my glasses (or driver’s licence? one of the two) and it’s acceptable for those purposes, but not for a passport.
It seems I might also be wrong about being able to take photos at home… they might need to be from a commercial photographer (usually pharmacies around here, actually) for the RAMQ as well as for passports. Hereis the RAMQ requirement.

There is no provision in Islam as far as I know that demands that women must be veiled,if someone can give a cite from the Quiran saying that they must then go ahead.
As to the cultural aspect the womans family have chosen to live in a Western country with Western customs,almost certainly unasked.
So the family can’t complain either if any male members who murder female members for marrying people that they don’t approve of receive the full punishment of the law.
Even though it may be part of their culture where they or their antecedents came from.
The Qur’an states that women must dress modestly. Just as in every other religion, it is up to the religious leaders to interpret what this means, precisely.
A bit like the Rev Jim Jones dictating to Christians how they should behave(If of course he was still alive),sorry but it won’t wash.
So when Shia leaders encourage the killing of Sunnis and vice versa then both sides are expressing the views of Mohammed (may peace be upon him)not their own evil perversions of the words written in the Quiran?
If Islam required women to go veiled then an incredible number of Muslim females throughout the M/E and other parts of the world would in their own eyes be going straight to hell.
The woman comes from what is in Western values a more primitive CULTURE,not religion,CULTURE,before any knee jerk reactionaries try to change my words into an anti religious statement.
And she and her family as uninvited emigrants to a Western culture are trying to make that culture drag its own standards down to the misogynist and frankly oppressive standards of the country that they have left rather then making any attempt whatsoever to to adopt the values of the country that they have CHOSEN to move to.
And when they refuse to pander to their whims they’re portrayed as some sort of evil monsters.

If it makes you feel better, I haven’t heard Islamophobe used in a while. A few years ago they were throwing that buzzword at anyone who dared criticize them.
For my first passport I took my glasses off, and it was a really ugly picture. On my current passport photo I do wear my glasses, they don’t cause any glare (I think the lady in the studio where I had it taken made me place my head in a specific position for this) and I actually look kind of good, as good as I can for a passport picture anyway.
Well,denying service to veiled muslims for access to gov’t health services or language learning isn’t enough for Quebec. The government has now put forth sweeping legislation banning the veil in every area of Quebec life that is touched by the government.
Wow, those couple of dozen veiled women are a real threat to Quebec.
This sort of thing is an example of what American conservatives appear so afraid of . Big government and socialism that is. Because of Quebec’s UHC, these women will not be served in any hospital in the province.
Not to worry though, this particular legislation won’t affect traditional Quebeckers.
Then my face would be veiled and I’d have to remove it from my ass to satisfy Quebec’s potential laws. I have no problem removing my head from my ass to talk to others even though my god tells me that is the appropriate place for it (and yes, I do have as much authoritative evidence eg. god telling me to do so, for the practice of head in ass requirements as Muslims do for their veil wearing). But, I’m willing to risk hell to talk to others in a civilized manner.
It is her personal choice to not act like a civilized person in a western society. She can not use those services if she chooses to. If she wants to use them, then she has to join the rest of us in the 21st century and follow the rules of people who live in this century. There is no religious requirement for her to wear a niqab. None at all that doesn’t exist in her own pointy little head. Her wearing it is no different than me wearing it. The only reason I’d do it is to fuck with people. That is what she is doing. Quebec is saying that if you want to interact in their society you must show your face. Facial expressions are an integral part of communication and are important when talking to people directly. She has chosen to live centuries in the past. Sucks to be her. Sucks worse to be us that we’re willing to cater to such misogynistic nonsense.
We’re starting to get into some very deep issues here, about Canadian multiculturalism and Quebec culture and accommodation and immigrants coming into the prevailing Canadian culture - better back off quickly before we start having a meaningful discussion on any of these issues.
