The best way to meet people is, as has been mentioned, to attend a Dopefest. I’ve been to one, and was grumpy and surly that day. I’m surprised half of the people there even acknowledge my existence, but they do. If you ever get a chance to go to a MADfest make sure Fairy Chat Mom is bringing cake.
Iv’e also been contacted by Dopers via e-mail, usually only to tell me that I’ve misspelled something in my sig, though.
If you don’t have any Doper friends, don’t sweat it yet. You’ve only been around a few months. I was a member for more than a year before I actually communicated with another Doper outside of this board, and that was an e-mail mention that my sig. was misspelled. Really.

You’ve been here for 4 months and have fewer than 400 posts. On the scale of this board that’s essentially zero. Those relationships, if they develop, develop over time.
The people that I’ve developed off-board relationships with have mostly come through off-board activities like games, with the odd random IM friendship thrown in, and recently getting to know people through livejournal. There are some people that I’ve been interacting with semi-regularly for a year or more, but there are still very few people from the board that I would consider my friends, though, and I suspect fewer still that would think that way about me.
