I don’t know. By the standards of normative Orthodox Judaism, simply placing one’s hand on one’s head is not acceptable.

neither did we! but soldiers are soldiers
everyone else was covered…and btw we were visitors with ladies and children
when we visited shilo we had to ‘cover up’ so i guess there is a little thing of relaxation in safad with the sephardic and the military.
managed to get in the tunnel under the wailing wall.
