“Oh, say can you see, by the dawn’s early light, what so proudly we hailed… and the home of the brave?” It’s darned long run-on question, a whole verse long. And nobody ever inflects it like a question. ---

And by the way, the answer to the second question is “no, that name refers specifically to the design used from 1795 to 1818, and there has been 23 redesigns since then” ---
