I think that’s just his day job.
Just because. It’s one of those jokes that started out as just a random throw-away line/visual-gag, but the fans liked it a lot, so it was a recurring joke, like the giant chicken that fights Peter (although that, IMO, has worn out it’s welcome, since the fights get longer and longer and take up too much of the episode they’re in.)
He’s only evil because he found out his wife was cheating on him.
