The original line is from the Bible: " …for he maketh his sun to rise on the evil and the good, and sendeth rain on the just and the unjust." _(Matt 4:5)_ As for the bit doggerel that you make reference to, it appears to be from the pen of one Charles Bowen: The rain it falleth on the just And also on the unjust fella. But it mostly falleth on the just 'Cause the unjust stole the just’s umbrella.
