I don’t see it as a burning sack of crap. The burning sack of crap was the original law. This proposal is pouring a cup of water on it. Sure, you still have a wet sack of crap on your porch, which is certainly not ideal. But putting out the fire was a clear improvement to the situation.

In addition to the whole “throw US citizens into the gulag without trial” bit, I must say (as I’ve done several times before) that I’m disturbed by Obama’s huge expansion of drone strikes. This is assassination, plain & simple, and it’s known that often people are targeted not due to any actual intelligence, but just because they fit some profile.
Which makes it all the more ironic that he’s such a chicken when it comes to fighting ISIS. Maybe because there’s chance they might actually retalliate? :dubious:

And as far as I know, that’s correct. I don’t think Bush ever sent the military orders to kill American citizens.

No. There were at least two amendments proposed that would have stripped that language from the 2014 reauthorization of the NDAA, but one was dropped and the other disappeared during reconciliation of the House and Senate versions.
It may be unrealistic to expect a sweet spot where Americans get to fuck over foreigners but don’t fuck over each other. Decisions, decisions, eh?
