The practical way to implement this is to raise a base that will vote it in. Grassroots organization, do you speak it?
I heartily agree with BrainGlutton. I’ve already started writing letters to the editor of my local paper - what else should I do to raise consciousness?

BrainGlutton’s OP was written in 2012. Since then, the Supreme Court has handed down McCutcheon v. Federal Election Commission, which rested squarely on the Valeo rationale in holding that aggregate limits restricting how much money a donor may contribute to candidates for federal office, political parties, and political action committees are violative of the First Amendment.
I would gently suggest that:
(1) Assuming that an actual textual change to the First Amendment is not a realistic option…
(2) and assuming that Nate Silver has correctly predicted that the GOP will take the Senate this November…
(3) changing this reality by either changing the Court or changing the Constitution seems an uphill battle.
I regard (1) as an extremely safe assumption.
(2) is a bit less solid, I grant. But even discounting it, (3) requires the loss of one of the justices voting in the majority for McCutcheon, AND a confirmable replacement justice who would vote the other way, AND this happening while there’s still a Democrat in the White House to nominate this replacement justice, AND a new challenge case arriving at the Court at the proper time AND no subsequent loss of any of the minority-voting justices during a subsequent Republican administration prior to the new challenge case’s arrival.
In short: those better be some damn persuasive letters.
You could contribute early, contribute often, contribute the maximum allowed by law to candidates and organizations that support consciousness being raised in the manner you desire and will get the word out?

And for a progressive organization seeking a constitutional amendment to get money out of politicis, may I suggest Wolf-Pac.com? They’re taking it state by state, very grassroots organizing. Even got some Republicans working with them at the state level.
If the media is allowed to editorialize, then you’ve still got big money in politics. If the President is allowed to get free airtime on TV or radio, then he’s using big money to spread his message.
