It looks to me like manhattan beat you to it, as far as being the first one to use the line. 
FWIW though, it’s pretty cool that you can, use that line, IMHO. 
But, that exchange is why everyone is using the line, isn’t it? It was pretty heavily referenced back in the day.

It seems to me, that the only people that can state, (without breaking the ‘junior modding’ rule.) “I am the fucking hall monitor.”, would be… Mods.

Absolutely, manhattan was a mod here at the time of that post and for several years.
The line has been used in numerous threads, in multiple forums, by users who sometimes aren’t even mods throughout the years. Mostly in a joking way. Don’t take the phrase too seriously. 
fucking hall monitor were all early in a search I just now did, sticking with current posts. Go back to when Manhattan posted that 10 years ago, and it was all over the Dope.
