It’s not 2012 because government leaders would not be described as super-villains. Soulless bureaucrats, most likely. It’s not Matrix Reloaded or Revolutions because even though Neo could be construed as a supervillain and the survivors in Zion are the most powerful men in the world (versus the weak people still in pods), it doesn’t fit that Neo forms the conspiracy. He is taken up into it in the first movie and is still coming to terms with his destiny in the later. Still thinking about it. ---

The most powerful man would be President Freeman, who does plan the aforementioned shadow society, but I’m not sure if Tea leoni would count as supervillainesque… ---
