This is why modern-day occupiers pretty much always lose. Soldiers in a hostile environment with orders designed to maximize their safety are going to end up killing a lot of innocent civilians. Killing a lot of civilians sharpens the lines between good guys and bad guys in the populace’s minds, with us on the wrong side. The environment gets more hostile and the problem gets worse, until the occupiers just give up and go home.
