There are some things which are still the “property” of the states and not the federal government. Voting is one of them. The justice dept can complain, but the state decides. So, if SC chooses to require photo ID, that is presumably what the majority of voters in SC want. So, justice dept…bug off.

That said, is your position then the the federal government was wrong to strike down poll taxes, literacy tests and the various other laws that were pretty clearly designed to make it extremely difficult for African-Americans to vote?
