This makes me think of the old SPI board wargame, StarSoldier. Each of the three species/races in the game had its own properties. Humans had 9 “action points” and recovered lost points at a rate of 3 per turn. The L’Chal-Dah had 12 action points – they were faster, better shots, etc. – but only recovered one point per turn. They were better soldiers…but more fragile.
Then there were the Rame: small and weak and slow…except they could merge up into “killer swarms…”
