I read an article today that covers most of the points about nonviolent heckling, which is what this thread is about. It’s a good summary of the legitimate posts in this thread: https://www.insidehighered.com/news/2010/02/17/heckle.

It adds an additional point concerning limited heckling and other types of demonstrations one can do at an event without interrupting the speaker excessively. It presents the University of Michigan policy as an attempt to balance the rights of protesters and speakers:

I believe it is a policy most, no matter what their opinion of the topic, could support. Despite my approval of this policy, and even if it were adopted on every campus, I would still prefer that students push the boundaries.
