With that many stars, there’s probably a planet or two like ours (distance from star, composition, etc.) out there. I’d be surprised if there wasn’t some intelligent life elsewhere in this universe. Unless they’ve figured out wormholes, it’ll take them quite a while to get to us, though.
It is interesting that more smoke has been generated lately, between the possible Dyson sphere and this signal. We’re getting better at finding earthlike planets and better at detecting interesting things in space. If there’s life out there, we’re going to find it.
BTW, one hypothesis I read about that I hadn’t considered before is that the universe is still too young to support widespread life, that we’re early risers.

I think the Russians noticed it, but didn’t consider it anything worth making an announcement about except in a routine report. Nothing being hidden. No way Russian scientists would keep quiet about it if they thought something was up.
