I have a concealed carry permit (albeit not from Texas), and the laws were made quite clear to me: Under no circumstances may I carry a weapon–concealed or otherwise–into a government building, which _explicitly_ includes all schools. How could an individual town override that law?

Texas law allows licensed persons to carry at schools if the school gives them permission:

> [@](#):
>
> Texas Penal Code § 46.03. PLACES WEAPONS PROHIBITED.
> (a) A person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife, club, or prohibited weapon listed in Section 46.05(a):
> (1) on the physical premises of a school or educational institution, any grounds or building on which an activity sponsored by a school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational institution, whether the school or educational institution is public or private, **unless pursuant to written regulations or written authorization of the institution** ;

I imagine the school board/superintendent will be giving written permission to faculty and staff who meet the requirements laid down in their new policy.

Yeah, on reflection “here there may be danger” isn’t the best way to phrase what I believe the thought process would be. Clearly, insane people intent on shooting randomly into crowds have little concern for their own well-being. However, it seems to me that a mass murderer chooses a target based on whether or not his twisted plan will be successful. If he thinks he might get shot before he “deals out his punishment to society”, or whatever’s in his backward brain, he’ll probably go somewhere else.

I think it’s difficult for rational chaps like ourselves to understand school shooters.
But from what I gather they are usually bitter, resentful, desperate and ready to die just to make a ‘point’ to the World - which to them is actually just their School.

There isn’t anywhere else that many of them want to go to kill.

(Also, since the pupils are not allowed to carry guns, it’s an ‘advantage’ for the shooter over going anywhere else.)
