Should the President be more disposable?

They sure seem to be recyclable (see Bushes, Clintons).

Every time I see this thread title I envisage a large Dixie cup dispenser on the side of the White House, where you can pull out a new President as needed.

The two are pretty close. Typically, though an Executive Order would be something that might be done because of the lack of legislation about some issue, or an order that’s an interpretation of a law that lays out what steps the executive branch will take to enforce a law.

I signing statement is often added in spite of a law. A President might include a signing statement that says, “I am not going to enforce this provision of the law because I believe it is unconstitutional”, or some other rationale.

And Congress doesn’t have any real option to sue the President for not enforcing a law. Generally, laws get into courts because individuals who are affected by the laws sues the people threatening to enforce it against them.

Let me put in a disclaimer that I’m not a lawyer, and the above explanation represents my layman’s understanding of how the system works.
