What’s wrong with what we are already doing?
While it makes a good, what, laugh line perhaps, al-Qaeda is most definately not in the stone age. Not even Afghanistan is.
Realistically, what would one do with a letter of M&R? Assume someone were handed one today. Then what? Parachute into Afghanistan with your home-modified automatic weapon and a big knife between your teeth ala Rambo? Sneak across the border from Pakistan and blunder around in a country the size of Texas hoping to bump into OBL?
I’m sure that if Ron Paul got this done some fool would actually accept a letter of M&R and try to do something about it. A good way to get some possibly well meaning but woefully ignorant people killed.

Well, no, not literally. But isn’t Afganistan one of the poorest countries in the world? And I’ve read that in Afganistan, only about one person in three can read. Not the stone age, but the 21st century, either.
And I’d say that if the Taliban were to develop a stone age level mentality re women, it would be an improvement. I doubt if actual stone age societies treated women as badly as the Taliban does.
