Since every picture tells a story: [http://listdose.com/wp-content/uploads/2013/08/il.jpg](http://listdose.com/wp-content/uploads/2013/08/il.jpg) East St Louis IL is the closest Ive ever come to a third world country. As of the last I saw of it: No police (I think I heard the National Guard was trying to maintain L & O), no garbage collection, no traffic signals, stop signs either torn down or moved to random places not associated with intersections, no road maintenance. Havent been back in a while/no intention to. ---
