it stoped being a country, but was still refered to as prussia. That would eliminate any need for a consolate, but perhaps mr burns was simply confused, or perhaps he doen’t keep up with the news, ever since a newspaper in 1871 portray a relative of his in a less than flattering light. (realy stretching here)
