Since when do deliberate insults merit just a note?

Sure, a Mod Note isn’t nothing. But the note specifically says “This is just a guidance, not a warning. Nothing goes on your permanent record.” It flat out tells the poster that it’s not a big deal, and it will be soon forgotten. There’s no indication whatsoever that ignoring the note will result in a Warning, and the implication is exactly the opposite.

That is not actually true, I have seen cases where a Mod note will lead to a warning for similar behavior over a year later by a different Mod.
