I vote young guy with a latex mask, much like the one Martin Short uses for his Glick (?) character.
That commercial does bust me up though.
I checked on Amazon. It is “we like to party”. You can hear the part that’s in the commercial as the sound clip begins to fade.
Again, I don’t see anything about his appearance that makes me think “young guy”. I can assume he’s a young guy in make up, or, more likely a computer trick. But I’ll go along with the majority here just for the sake of unity. 
Notice how his shoulders kinda roll forward, though? And, as I said, the wattles wiggle.
Oh well.
