a person who is high all the time is called a “doper”
Twisted and Smacked also refer to being High and Drunk concomitantly…

The one time I did this I coined the term “stoned the drunkness” according to my roommates. I also took my pants off, tried to climb inside a minifridge, and would not stop talking about Jewish holidays. Not exactly a proud moment.

In college we just called this being “Fffuuuuuuuucked up.” As in “Dude, I am fffuuuuuuuucked up.”
No magical term for it in my parts.

When I was taking legal prescription drugs and binge drinking, the correct term would have been “doing nothing unlawful, except maybe trying to kill yourself.”
