I think that if the US wants Snowden dead, the hit would be subcontracted out to some friendly intelligence service from another country. In order to avoid the US being implicated, this would be done via a third party-maybe the Mafia. Take a country like Jordan or Rumania-they owe the US some favors-one of their spooks would contact a local Mafia family, and arrange the hit. My guess is that it would be while the target was dining at an outdoor cafe-a sniper in a building across the street pots him..after which, the sniper would be found dead. No witness, no trail, no fuss, no muss.

As far as assassination goes, Snowden has basically done all the damage he can do and the most effective thing the US can do about it is to discredit him via his irregular acts and unstable personality as much as possible. As what is being revealed is pretty much a fait accompli about which people familiar with the intelligence gathering activities were already aware (at least, to the general effort if not the extent) and the overall public response has been a resonant “meh”, the most effective thing to do with Snowden is to marginalize him.

There is not such thing as “Plutonium 210”. Isotopes of plutonium are plutonium-228 through plutonium-247. Alexander Litvinenko is hypothesized to have been poisoned via a small dose of polonium-210 but medical authorities have not conclusively determined this to be the case. The proximate cause of death from this kind of acute radiation poisoning would not be cancer (which generally takes months or years to develop) but rather systemic failures of the gastrointestinal, immune, and neurological systems. This method of assassination has been known to be in used by Russia and the former Soviet Union based upon radiological weapons research performed under the latter regime (and likely still being done at some level today) but is unknown for use by the CIA or other Western counterintelligence agencies, which the available information tends to indicate favoring neurological toxins.

He’s already embarrassed the US enough. Assassinating him could only add to the damage. The best case scenario right now would be that he sinks into a quiet retirement in a distant country. Outside of the US, I really don’t think any other countries care enough about him to use up a bullet.
