Given the history of support for people like Saddam and Pinochet all this proves is that Tillerson’s understanding of international relations revolves solely around corporation/state interactions.

That’s not what he said. And everyone agrees that what he said is absolutely correct, it’s just that you’re not supposed to say it out loud. From your cite (emphasis added):

Looks like he left out a conjunction in that last sentence. I mean, why the fuck do you think we’ve been cozying up to Saudi Arabia for decades? Because we love their sand?
