In the international arena there is no world state at all. Yet international law is not meaningless. E.g., a state can no longer commit a naked act of aggression against another and expect the rest of the world to see it as only those two states’ business. Even Saddam Hussein had to come up with some colorable pretexts for his actions against Iran and Kuwait.
