Or if Hillary thinks Palestine would be too much hassle, could she do a lot of business where she accepts donations from non-foreigners who subsequently become “Prince so-and-so of Such-and-Such”.

This appears to be intended a swipe at Hillary Clinton rather than a serious question about Cyprus. However, since it’s unclear what issue the OP actually wishes to discuss, I’m going to close it.
