Nah, Suarez only likes to bite shoulders, that brat seems to be made of sterner stuff. And btw., the caption of the photo in the article “stock photo of a soccer ref” is dead wrong. No soccer ref in history ever wore striped gear, a cap or made that gesture. It’s obviously a ref from some US sport, I think baseball. ---

I don’t know anything about soccer, but I did a Google image search for “soccer referee” and while the vast majority don’t look like that, a small number do. The pic below is supposedly the ref of some kids’ soccer team. The brat on the left looks like he’s objecting to the ref’s call and will probably bite him on the testicles. As for the gesture in the OP pic, I believe that’s the international hand signal for “This game is over as I have a sudden injury in my private parts!”.
