There have been a number of proposals over the years to try to reduce the SSA shortfall over the years. Some of the ones on your link actually have been implemented; they’ve phased in an increase in the full retirement age, for example. Part of the problem, of course, is that there are limitations to what can be done to adjust benefits for people already receiving them. Across the board decreases in benefits currently being paid would be all but impossible due to the way the law is written.

Possibly, but the government is not currently stalling on the COLA. The anticipated 2010 COLA of 0% is not “stalling”, but is consistent with the normal formula.
In the past the COLA has been adjusted to compensate for funding issues, but that isn’t the case here.
