The law is Texas states that the officer that witnessed the infraction does not have to write the ticket. The officer that writes the citation does so by proxy and as part of his report for the stop, a signed avidavit from the witnessing officer will be included. If you wished to challenge the citation, you would have to subpoena the officer in the aircraft if you wanted the officer to appear in court. Many states also require the officer that wrote the citation must be subpoenaed or that officer is not required to attend court.
He also said the story about the SIL is a bunch of BS. Unless the officer is absolutely sure of a statement made by someone pulled over is true, a ticket will be issued. As many folks know, the police almost always error on their side and then let the lawyers fight it out in court.
