I don’t have that issue myself but when I’m breaking in new running shoes I use New skin prophylactically so that I don’t get blisters. It is a liquid band-aid, though from the smell I think it’s really clear nail polish.

New Skin is good stuff. I don’t know if it would hold up to heel rub but I use it on backpacking trips for other wounds.
For times when I have a band-aid that won’t stick or is likely to get wet or caught on stuff, I’ve found that a strip of regular old medical tape wrapped around keeps it in place pretty darn well.
The best tape I have found for sticking to skin is paper tape – as long as the skin is dry when it is applied, it can last for days. It also sticks to itself quite well, for those occasions when wrapping around is required.
