And in the painting of his ancestor which we see in _Star Trek Generations,_ of an officer who is said to have served at Trafalgar, it’s impossible to tell if he’s in French or British uniform. ---

Knowing the rigorous vetting Star Trek does on all of its props and set dressing, the uniform is probably Spanish. ---
