Steel wires strung between two towers. What are they for?

The towers are there to hold the wires.

The wires are there to hold the towers up.

Makes sense, in a government sort of way. No one knows how it got there, but they do know it isn’t their job to get rid of it. If they start asking questions, someone might actually have to reveal they have no idea, and we can’t have that. And you know who gets in trouble - the person that asked what they are there for.

It’s a “post turtle” project.

And yet there are pairs of towers close together, with wires between them and guys radiating away from both. There’s a pair like this a quarter mile from the building I’ve worked in for the past 20 years. They fairly bristle with small dishes, and near the ground there are regular cell antennas.
