Publix and several other places will give you the item for free if the scanner price is higher than the shelf price. Since this makes for good customer relations (and hence is a no-brainer) I don’t know why 7-11 does it their way.
Yea, I know, won’t find a candy bar under a buck nowadays, but you get my point.
