Not really. I know other women do, but it’s not my focus. I do notice when someone is falling out, figuratively or literally as happened to a woman at the DMV once while I was there (along with app. 100 other people).
I’ll notice what other women are wearing. I’ll pay attention to cleavage only when it’s obvious, when it looks like her boobs are trying to escape.

I remember rehearsing a scene (which required a fairly low cut dress) with another actress who I knew to be straight. She kept forgetting her lines and eventually admitted that she was finding it really hard to focus because she kept getting distracted by my cleavage.
When you have large boobs on a fairly small frame it’s fairly hard to disguise them anyway, not without making the rest of you look as large as the largest part of your body, which I’m not prepared to do. I’m proud of my curves, damn it.
I look and appreciate the body and the cleavage. I’m not really turned on by it though. Most the time it’s envy about how beautiful or young they are. But I most certainly look and I usually complement them if I think they are pretty or have a great outfit.
I dunno where those pix were taken, but that’s how I interpret the brunette’s expression. She looks disgusted at the blonde’s lack of modesty (or perhaps the extreme degree to which that modesty seems lacking).

Passing by after a show, I was hanguing with my gay friend, talking to some people, and the drag queen (known to them), passes by, and all I remember is the boob grab and something like “Damn girl! Sorry, couldn’t resist. But it’s at least partially true. Even when it’s not true, there’s the simple esthetics. Even as a man, it is sometimes possible to be esthetically pleased by something without gonads being involved. That’s the exception rather than the rule, of course.
I like the titties. I do not find the rest of a woman attractive, so I’ll stick with the men folk for sexual attraction, but boobies are distracting so I totally stare.

If another woman has breasts that are noticeable for whatever reason - particularly attractive or about to fall out of her shirt - yeah, I look. Some women have really nice breasts and I can appreciate that.
