Certainly, education, infrastructure upkeep, even WICS can be an investment. Fat defense contracts for friends of the VP and starting foreign wars for no reason, not so much. ---

Yes, when the government spends monies to build a road, repair a bridge, fund obscure research through wasteful agencies like DARPA (which has never produced anything worthwhile), or build schools, all of the monies are completely lost and never see any kind of return.
