On being aggressive with suspicious people. You don’t stop murders by arresting murderers, you stop murders by stopping and questioning people skulking around for no reason you can determine except to be up to no good. ---

I am not convinced that skulking is a typical precursor to _most_ murders (since **idioher** _specifically_ mentioned murder). ---
