A landlocked nation-state can in theory have a navy. The bigger problem is that Wyoming doesn’t have the economic base to maintain a carrier, and they may not have the population to staff one. ---

If we send them all to sea, they’ve have their very own floating nation state, and we’d get a lot of land in Wyoming that we can turn over to the Native Americans or to the buffalo. Regardless, the full bill failed to pass, but the news stories live on. ---
